The Diffusion of Policy Innovations An Experimental Investigation
نویسندگان
چکیده
What causes a government to adopt a new program or policy? Despite a large number of empirical studies available to date, the relative importance of various determinants remains obscure because of difficulties of statistical identification. We present an experimental setting to study the diffusion of policy innovations in the laboratory. Our approach discriminates between policy experimentation, experience, and policy emulation as determinants policy adoption. The policy innovation we study is an internalization tax to mitigate a local market externality. Our results demonstrate the importance of information about innovations in other states in the diffusion of policy innovation.

متن کاملThe Need for a Dynamic Approach to Health System-Centered Innovations; Comment on “What Health System Challenges Should Responsible Innovation in Health Address? Insights From an International Scoping Review”
Lehoux and colleagues plea for a health systems perspective to evaluate innovations. Since many innovations and their scale-up strategies emerge from processes that are not (centrally) steered, we plea for any assessment with a dynamic, instead of a sequential, approach. We provide further guidance on how to adopt such dynamic approach, in order to better un-derstand an...
متن کاملPunctuated Equilibrium Theory and the Diffusion of Innovations
This article builds on punctuated equilibrium theory to evaluate the diffusion of public policy innovations in the United States. The article argues that punctuated equilibrium theory provides a unifying framework for understating three mechanisms leading to the diffusion of innovations: gradual policy diffusion driven by incremental policy emulation, rapid state-to-state diffusion driven by po...
متن کاملProblems and Promises of Health Technologies: The Role of Early Health Economic Modeling
Background To assess whether early health economic modeling helps to distinguish those healthcare innovations that are potentially cost-effective from those that are not potentially cost-effective. We will also study what information is retrieved from the health economic models to inform further development, research and implementation decisions. Methods We performed s...
متن کاملCross-National Diffusion of Mental Health Policy
Background Following the tenets of world polity and innovation diffusion theories, I focus on the coercive and mimetic forces that influence the diffusion of mental health policy across nations. International organizations’ mandates influence government behavior. Dependency on external resources, namely foreign aid, also affects governments’ formulation of national policy. And finally, mounting...
